Is Quota needed to allocate to a user or a group of users ?

I just want to set directory maximum size for every users.
Can I use Quota for my case?
Actually,I would like to share this(for windowsXP client) directory by
SAMBA and need to set Max size of directory to stay under disk
consumption limit.
