Deactivating service shell due to excessive incoming connections

Sep 27 10:58:53 fax1 xinetd[800]: Deactivating service shell due to
excessive in
coming connections. Restarting in 30 seconds.

I am running rcp commands (about 12) to the server when that error
occurs. When do I have to tune in the kernel to fix it?

Thanks
