rcp? I thought they just kept that around as a "how not to do things"
example, not a program that was actually used in any real sense. Are
you sure you're not using scp instead? (rcp is a symlink that ends up
pointing to scp in a Debian Stable system, at least.)

You probably don't have to do anything to the kernel. You have to fix
the service that's reporting problems. That's probably xinetd, so set
up xinetd such that it'll allow 1.5*N incoming connections at once where
N is the maximum number of connections you plan to use. You'll find
comments in /etc/xinetd.conf , "man xinetd.conf", and the files in
/etc/xinetd.d/ . Maybe the per_source or instances variables are set
too low in rcp's subsidiary config file under /etc/xinetd.d/ .
