I am running rcp commands (about 12) to the server when that error
occurs. When do I have to tune in the kernel to fix it?
What makes you think you need to tune the kernel? The message is originating from xinetd by the looks of it. So check your /etc/xinetd.conf file to see what's in the shell service section. In particular, look for "instances", "per_source", "cps" and other options that pertain to the maximum number of connections. See 'man 5 xinetd.conf' for more information.
