No, NT-based systems are capable of "true" multi-user. It is just
artificially disabled in most versions.
If this is incorrect, I'd be intregued to know how more than one user can
use a windows box simultaneously.
By paying extra for the Terminal Server Edition, or by installing
add-ons like Cygwin.
