/dev/audio and /dev/ttyS0

Does anyone know how to set these on STARTUP
chmod 666 /dev/ttyS0/
chmod 666 /dev/audio/
chmod 777 /var/lock/

I tried adding these on rc.local but no luck.
I am running Centos4.3
