Transfer Files using Telnet?

Hello. I currently have two boxes: one running Windows XP and one
running Linux. I usually sit at the Windows XP machine because I like
the Windows environment, and use WinSCP and Putty to communicate with
the Linux box.
I have just installed an ancient version of Red Hat Linux on the Linux
box, and it is so old that it doesn't have SSH or SCP. Just Telnet.
Because of this, I cannot use WinSCP to drag files from Windows into
the Linux box anymore. So how can I transfer files from my Windows
machine onto the Linux machine?
If it's of any use, I can use ftp to download files on the Linux box.
However, I can not ftp into the Linux box. If someone can tell me how
to ftp into my Linux machine, then my problem would be solved.
