Not sure exactly what you're looking for, but linux does it
differently than Windows. And even in Windows, just looking in the
registry wouldn't give you application level proxies in use or any
third party proxy applications.
dante-socks is a socks proxy client for linux. Linux web browsers
have socks http and https proxy support built into them.
To the best of my knowledge there is not one place you can check to
get "the proxy settings" of a linux box.
