Grub issues on FC6 upgrade.

I just upgraded my Fedora Core 5 to FC6. The upgrade appeared to work
fine, no problems.
But then when it boots, all I get is a screen that says:
GNU GRUB version 0.97 (638K lower / 1GB upper mem)
[ Minimal BASH-like line editing is supported. For the first word
--snip--
completions of a device/filename.]
grub>
Now, I had a similar problem with this PC back when I installed FC5 as
a dual-bbot with WinXP.

But in that case, the symptom was missing file errors.
Not in this case.
Here with the FC6 rescue CD I'll boot and "chroot /mnt/sysimage". Then
in /boot/grub, the grub.conf it's the same as it was except with new
kernel and img info:
default=0
timeout=5
Splashimage=(hd1,0) /grub/splash.xpm.gz
hiddenmenu
title Fedora Core (2.6.18-1.2798.fc6)
root (hd1,0)
kernel /vmlinux-2.6.18-1.2798.fc6 ro root=/dev/sdb1 rhgd quiet
initrd /initrd-2.6.15-1.2054_FC5.img
title WinXP
rootnoverify (hd0,0)
chainloader +1
Using Knoppix I can see the drives and partitions are all in the same
locations and order as before. And the Linux Boot partition is set to
active.
I tried setting default=1 but it still just gives me the grub screen.
I tried reinstalling FC6 and instead of selecting "modify existing MBR"
as I did initially, I had it create a new grub setup (I think I have
those terms right.) No difference.
Any suggestions on what to do from here?
