Why is linux slower than Windows (Firefox)?

My brother is a Windows guy and does tech support. I push Linux on him
and he tries out lots of distros (which is more than I do).
I can't answer his latest question, though. Here's what he emailed me.

Other thing that bothers me is the speed...
If I open a website on the same laptop in Windows using Firefox, it
opens
in 1-2 seconds.
On the Linux side, same laptop with half a gig of memory, Mobile P4
processor, and fast 54000 rpm HD, etc, it takes 4-5 seconds to open the
same webpage even when they are cached or in bookmarks.
These Dells are actually pretty good laptops with half a gig of memory
and
all, but the Windows operation is definately faster than the Linux
operation....
Perhaps Linux is just not as well optimized??
