deborphan lists libraries/packages that have no dependents (to be safely uninstalled without breaking other packages)

There is no direct equivalent of this, but it shouldn't be hard to write a simple script to find them.

dpkg-reconfigure reconfigures a package at any time after installation and initial configuration

There is no generic reconfiguration tool for an arbitrary package. You have to run each individual package's configuration utility to adjust it's setup. Generally, optional files and utilities are placed into a separate sub-package, where possible; installing and uninstalling the available subpackages, where available, is all that's needed.
