I would say linux is more optimized.

Guessing /etc/resolv.conf does not contain the same DNS values as
the windows box and/or ipv6 is not disabled.

What distro is he using?, what plugins is he using for firefox on both
OS's are they the same? Are they the same version? I have a laptop
dual boot. and most if not all things are faster in linux. although
SUSE seemed a little slow but that could be due to bloatware. Also on
my workstation also dual boot, Linux is definatly faster, as I have it
clocked 180Mhz faster and stable than my windows likes, at this speed
windows just reboots untill I bring the clock back down.

It may be simply down to the graphics driver.

Maybe the Linux one has not got full acceleration, and is using CPU power to render the graphics..
