Perhaps Linux is just not as well optimized??

Perhaps a different optimisation. IME with OS/2, Windows multi-tasks
much slower than OS/2, but the other side is that the rapid response
of OS/2 must mean that less processor time is available for other
stuff. If Linux has been designed to be better at multi-tasking than
Windows, it may be that it is slower to complete a given task.
Although 1 - 2 seconds vs 4 - 5 seconds for Linux sounds extreme.
