Perhaps a different optimisation. IME with OS/2, Windows multi-tasks

Nope.
There have been measurements performed to establish how much of overhead
there is for task-switching
Linux was a *lot* faster (needing fewer processor cycles) than windows
So even *if* linux would task-switch more often, it would be able to do so
without any penalty performance wise

If Linux has been designed to be better at multi-tasking than
Windows, it may be that it is slower to complete a given task.
Although 1 - 2 seconds vs 4 - 5 seconds for Linux sounds extreme.


It has simply nothing to do with the /performance/ of linux
It has to do with the /setup/ of the network
Hint: Just selecting a different Name-Server can account for much greater
differences in network throughput
