Some providers (mine, for example) let you continue to use DHCP, but
they will guarantee always to give you the same IP address. There's a
fine line between dynamic, sticky, and static:
* Dynamic: almost guaranteed to change on each new DHCP request
* Sticky: will very probably remain unchanged; not guaranteed
* Static: guaranteed to remain unchanged
If your ISP has asked you to assign DNS servers dynamically, you're
going to have to use DHCP. They should have set their authentication
system always to assign you your static IP address. From your connection
perspective, then, you're using DHCP. From everyone else's perspective
you have a Static IP.
