I am on a slow dial-up connection to the Internet, and I use (at home)
Debian unstable. Last year I used jigdo to download 3 DVD-s from my

outdated.

Is there a way to download all packages needed for latest Debian sid
(again on a relatively slow 256K connection)? How do I create .jigdo
files?

If you are on dial-up, it may be quicker to mail-order the DVDs, or
download the netinstall CD image. (I'm not sure if any vendor sells the
latest sid DVDs, since that is such a moving target). In fact, if you
are running sid and upgrading regularly, you should already have the
latest versions of the packages you have installed. Aptitude or
synaptic can show a list of new packages.
