but you said "I can communicate with the router"
which seems to indicate you can route correctly

"and windows works through the router."
which indicates no hardware problem.

Power off modems/routers and all PCs if more than one.
Wait 1 minute by your watch/wall clock.
Power up cable modem, wait for leds to settle down.
Power up router then boot Fedora

I just tried that. The problem persists.
