Those pop up now and then. have you tried your full home path?

rm -rf ~/\\254-][{}\\351\\350\\340

....or....

rm -rf ./\\254-][{}\\351\\350\\340

And if \\254-][{}\\351\\350\\340 is not recognized as a file, rm might very well remove ~/
