I'm not aware of any "index" per se. I use 'apt-cache search <keyword>' to search for packages by keyword, and 'apt-file search <filename>' to figure out which (not-yet-installed) package contains a certain file if I know the filename. (After the necessary 'apt-get update' and 'apt-file update' operations, of course.)

There might be GUI front-ends to all of this. I've never bothered to look for them.

You might try asking that question on a Debian or Ubuntu forum or mailing list. I've been using Debian for ~7 years, and am consistently amazed by how little I still know about its CLI-based package management utilities---they are very extensive. The above commands have always been sufficient for me, though..
