In the words of MS-DOS "high priest", when we all have been much younger,"Nobody, ever, will need more than 640K of memory.!"; so that what MS-DOS can do; for more memory access you need "helper" application.
And, YES, LILO can boot DOS on 100Mb partition, even on 20 Mb;^))
