Tough question. I think you can configure mplayer to automatically play
a DVD/CD when it's inserted, ie, when a DVD is inserted the application
to start is mplayer. For instance, Gnome starts Totem so change Gnome
configuration preferences to start mplayer/mencoder.
You can write a script that starts mencoder to encode the DVD to h.264
when a DVD is installed.
Depends on the Linux version/distro you're running
