I disabled ipv6 per your instructions, and the issue appears to be
unchanged.
Since my first post I have made some steps which might help diagnose
the problem:
I have installed vmware-server and am running WindowsXP inside of it,
which does not exhibit the same problem. A website will be
inaccessible from the Kubuntu host environment, and accessible from
WindowsXP at the same time.
Also, on some sites, it seems that if I keep hitting refresh, a little
more of the page loads each time (probably around 1kb per refresh.
Don't ask how long I fooled with this). Of course I'm not sure what
this means, but it may be helpful.

appreciate them!
