Of course. If phones worked like USB Mass Storage devices, it'd be
incredibly easy for ordinary users to upload different ringtones to
those phones. This would cut into phone company profits.
Fortunately, there are a lot of people out there who like to
reverse-engineer the strange protocols that cellphones use. Check
Google and freshmeat for the make and model# of your phone and you'll
probably find some piece of software that'll work at least partially for
your phone.
