What does this mean? What is a "transition lock"?

Please disregard my post. As it turns out, I wasn't logged in as
root. - Dave

-May there is another application was using the RPM data base, So try
again? You may also try some thing like rpm --rebuilddb.
-Becarefull, You must be root to install applications using RPM, It
seems that you were a regular user when you were tried to do so.
