Oops, wrong directory. The file is x:\winnt\system32\config\system.
(also, x: is the letter BART PE is using for what should be the c: drive
on your upgrade).

I also noticed that this thread is going "off-topic" for c.o.l.m. I
responded because I can sympathize with anyone who has to support Windows
boxes and all of the machinations that entails.
