FWIW, that's what I do with twm, based on the template at:
http://www.tecneeq.de/files/dotfiles/home/karsten/_.twmrc
I modified portions of it for my own menus, shortcuts, etc. To me, it's
more efficient, faster, and easier to use than anything KDE or Gnome.
(I did similarly with olvwm/olwm until SuSE 9.3 dropped support for it)
