As a guess, "time" gets the bash version.  /usr/bin/time gets the gnu
version w/all the options.

Just pulling this out of my backside,

I've just gave it a try and it seems that apparently your backside got it
right. It's a bit weird, though. Although GNU's time appears to be a bit
more powerful and bash's time a bit too limited, it doesn't cease to be two
instances of the same command.
