Trouble sending e-mail -- DNS related

Most mail servers these days require that the IP address assigned to the
mail server I use resolve properly. And usually it does, but recently a few
of my e-mails have started bouncing.

I use Verizon's FiOS to connect to the Internet and all my e-mails go
through their mail servers. With FiOS, everything is connected to the
Internet through a Verizon-supplied router (D-Link DI-624) using PPPoE with
my address assigned by DHCP. This IP address changes once in a while.

The IP address assigned to my machine at the moment resolves, so e-mails go
out OK, but once in a while they do not. My present IP address resolves thus:

$ dig -x 96.242...

; <<>> DiG 9.3.3rc2 <<>> -x 96.2...
;; global options: printcmd
;; Got answer:
;; ->>HEADER<<- opcode: QUERY, status: NOERROR, id: 26577
;; flags: qr rd ra; QUERY: 1, ANSWER: 1, AUTHORITY: 4, ADDITIONAL: 4

;; QUESTION SECTION:

....242.96.in-addr.arpa. 86400 IN NS ns2.bellatlantic.net.
....242.96.in-addr.arpa. 86400 IN NS ns4.verizon.net.

But it the past it seems to have been an IP address like

whois 206.46...
[Querying whois.arin.net]
[whois.arin.net]
GTE.net LLC GTEN-206-46 (NET-206-46-0-0-1)
206.46.0.0 - 206.46.255.255
VIO D D-ENTERPRISE-NETWORKS (NET-206-46-128-0-1)
206.46.128.0 - 206.46.191.255

And nothing in those IP address ranges resolve.

Since my e-mails go through Verizon's MTAs, is this my problem or theirs?
In another sense, it must be mine, since e-mails do not go through.

Here is a typical complaint:

Delivery attempt history for your mail:

Mon, 31 Mar 2008 00:38:05 -0500 (CDT)
[recipient]@optonline.net: smtp;452 4.2.1 Your host 206.46.... has no DNS
record . If you are using a firewall please configure DNS and try again
authoritative host not found: [recipient]@optonline.net

This does not appear to be a problem with optonline.net since I got a
similar message from comcast.neton March 29.
