Where do I report abusers and, or SPAM mailers?

Hello,

I googled and, or attempted to try finding some legitimate database where I could have reported a few abusers and, or SPAM mailers who have been trying to intrude some smtp servers of our client since long:

86.sharatim.co.il (212.143.230.86)
smtp02.provider.nl (212.79.231.135)
server.sanpetrinos.com (72.29.72.47)
server1.webindia123.com (72.51.38.17)
sibmail.com (77.106.108.226)

The 'whois' databases are also almost mute on providing some useful information on the above said offenders.

The 'www.spamhause.org' has a system of their own technology, the big daddy 'http://spam.abuse.net/' has nothing to tell who else maintains black-lists of such offenders.

Any pointers and, or hints of yours on an effective course of action shall highly be appreciated.
