There are various blocklists, but none of the viable ones take
submissions from the public. You _could_ post the crap on the Usenet
newsgroup

That's TomskTeleseti - they don't have an abuse handle.

The 'whois' databases are also almost mute on providing some useful
information on the above said offenders.

Where do you think I got the above? No idea what whois client and
which server you are using. However, if you look up these domains
using your favorite search engine, looking specifically in the
newsgroups news.admin.net-abuse.* - you may gain the impression that
sending abuse reports is a waste of time, and it's easier to just
set the mail server to reject all mail from those domains except to
your own postmaster and abuse accounts.

Any pointers and, or hints of yours on an effective course of action
shall highly be appreciated.

Would you be surprised to know I recognized four of those five address
blocks... from my firewall rules?
