This sounds like stuff that can be done with a MUA (Mail User Agent).
For example, procmail. It has nothing to do with the protocol for

Okay. But my point is that it is not a MTA, and has nothing to do with
transferring mail between machines.
Also - you can install it without admin priviledges.
