This requires some programming on your part. This is a very specialized
situation. It's unlikely that there's a gizmo somewhere that will do this
all for you. You'll need to supply some programming yourself.

I plan to use the program as a command line utility to convert small
chunks of text to tones.

You'll have to write this program by yourself. The audio library that I'm
familiar with, libsndfile, will let you write a program that generates a
.wav file, using raw data that you provide. You'll have to write a program
that takes a letter, generates an appropriate waveform, and let libsndfile
handle the details of formatting your raw data into a properly-formatted
.wav file.
