The region code on a computer DVD drive is not set by default, and
allows you to play any DVD.
If you set the region code, then you will not be able to play DVDs from
all regions.
If you use a Microsoft Windows application to play a DVD, then the region code
will become set according to the DVD which was inserted.
Linux does not do this, and leaves the drive unrestricted. If you want
to set the region, there is a regionset package to do this. However, I do
not recommend applying regional restrictions to the drive, so do not use
this package. Some drives will only allow the region to be changed a
couple of times, and then the drive becomes permanently set to the last
region configured.
You problem does not sound like a region related problem, but possibly a
graphics card driver problem. What graphics card are you using?
