wu-ftp does not allow anyone login from either local or remote

Hello Folks,

I have problem with wu-ftp on RH 7.1. It used to be no problem but
somehow it got a problem I don't know and then nobody can login from
either local or remote. /etc/ftpusers is of no problem. wu-ftp service
is up. And if you ftp to the server, it prompts normally, except that
when you put in password it will return error msg saying login
incorect. ssh and telnet is ok. only ftp cannot. I have no idea where
I can look into the issue. Please give a hint. Thanks in advance!
