limit bandwidth?

Hi,

I have a Linux with two Network card. I want to use Linux to implement
the following functions:

- DHCP agent - get the DHCP request and pass to the DHCP server to
another NIC and get new IP address and send back to the requested host.

- Router with bandwidth limitation.

Any step by step instruction to implement this?
