vsftpd and bastille

Hi

I am having major problems getting a simple FTP server set up on a Red
Hat 9 Server.

I have run Bastille and allowed only ftp,ssh and http on TCP
connections. Everything else is locked down as per most of the defaults.

I have copied the example vsftpd configuration from the vsftpd website
for 'Internet FTP' and copied them to the appropriate places.

I get connection closed message from local network.

I get the banner_fail message when I 'ftp localhost'.

Can anyone help?
