Ok, since you twist my arm, here's a link:

That has excactly the same symptoms: No PC light on modem (mine's labeled
ETH, but it's the same thing), eth goes up without problems, but does
nothing. The difference is, this guy is trying to setup the network on
boot -> it hangs (just like mine takes some time to try adsl-start, here
the boot doesn't proceed till the connecting attempt has failed cleanly),
and his using DHCP (not relevant to this problem and gets wrong answers).

You obviously are looking at the problem from too narrow of a view. Maybe
you should try to reproduce the problem yourself and _then_ analyse it
further. You just might agree with me about the reason of the issue.

somewhere that windows doesn't do a proper release, but that didn't help,

Notice the word partially. Maybe it should be added to windows hibernate
instead of "buggy".
