You should use the ppp option "persist" and may be "holdoff".
Persist tries to bring up the ppp connection after waiting
the specified hold-off time. man pppd for further information.
I don't know where and with which tool you need to configure
this under SuSE. However the brute force method is to put
the option into /etc/pppd/options file.
