conecting problem

hy folks!
When i try to conect to internet by activeting ppp0 divice
i get massage : could not activate divice and error #8. somehow i think the
problem is dial tone wich troubles me in windows too. What should i do to
force dial. I use redhat 9.0 actualy i am only yust begining to use linux so
i wouldn't mind ditaled answers. Thenx
