You could _try_ using ATX=1 or ATX=3 in the modem initialization string.
In the past these were standard for "ignore dial tone and busy signal"
and "ignore dial tone," respectively. In both of these modem detection
of a dial tone was disabled, the modem dialed out, and on connection the
modem sent the message "CONNECT XXXX" where XXXX is the connection speed.
(ATX=0 did the same thing as ATX=1 except it didn't supply the connection
speed.)
