Telnet into a subnet

How can i establish a connection -either ssh or telnet- to a computer that is
not directly connected to the internet?

My friends public ip address is lets say 200.x.x.x but his ip within the
subnet is 192.x.x.x

Could i do something like telnet 200.x.x.x 192.x.x.x ?
