Mgetty doesn't release port

I am trying to run a linux box as a dial in and dial out server. This
has been up and running and working for 3 months until the last 2
weeks. In the last 2 weeks this has become very unstable and is
crashing pretty much non-stop. Unfortunatly, I have not changed any
of the settings in the last two weeks and I am the only one with
access to these computers so I know that someone else hasn't played
around on them. What is happening is that mgetty is locking the port
and not releasing it to allow my dial out to work. But this gets even
more complicated in that mgetty won't even answer the incoming calls
once the port is locked. The only two things running on this port are
mgetty and pppd.
pppd is setup as a demand dial service that will generate a connection
back to another ppp server when an internet connection is needed but
not running. This will dial most of the time until I get into the
lock file trouble. I have checked the lockfile using ps ax and the
lock belongs to mgetty. My pppd demand dial works as long as this
lock is not in place.
Mgetty is setup to all AutoPPP. But the problem is that the modem is
never answered. Once the lockfile gets stuck enabled I can't get
anything to work. This is all running on a linux 2.4 kernel. Please
help me. If there is anything that will help, I can attach debug logs
and config files.
