Squid can't open HTTP port.

Hi,

I'm trying to run squid, but I start it I receive this error message:

Sep 29 21:54:02 ns (squid): Cannot open HTTP Port

What could be happening?
First, I defined "http_port" to 3128, then to 80, now I defined to:
192.168.1.1:80, but all this options return the same error.
Can anyone help me?
