FTP downloading problem

HI, I'm a newbie, please be patient with me.
I have a server running Mandrake 8.0, and in it, an FTP server. I've
added permissions in file etc/ftphosts by this way:
                  allow userX *
So, the user can log in to the ftp server, and navigate through the
folders, but at the time of downloading a file, an "error downloading"
occurrs. This happened to several users connecting from different
places too.
They have permission on the files they are trying to download.
Is there another file to add permissions too?
