Help with ipchains and htaccess for proxy on Debian box

I am about to set up an ipchains rule on my Debian Woody box for proxying,
and I want to enable an ACL (such as user authentication) to prevent it
from being an open, uncontrolled proxy.

The device that will be proxying through obtains dhcp addresses, as an
fyi.

I've tried using squid but have gotten to the point that unless someone
shows me the diff'd lines to make it work, I think IPchains will be
easier, if ipchains can be secured/acl'ed!
