Not sure what you mean by "196.*.*.* (national traffic) gets routed
through the 10.0.0.200 modem". Are you offering internet services?
Just the return packets from lan host requests? Tried iptables? If
iptables will do what you want, it's probably the easiest to set up and
maintain.

And how does your Linux nic on 10.0.0.3 "connect" with your LAN on
11.0.0.0?

Again, not sure what you mean here. Are you looking for some sort of
failover for a down link? Just impatient and think the other modem
will "get you there faster"? How would you know that the "backup"
would not suffer the same "delay"? Assuming the modems are on the same
subnet (?) they likely _will_ suffer similar delays.

Your setup as described makes no sense to me. Less and less the more
times I read it. Try again.

Start here and post your question(s) after you've decided how you
want/need to approach your desired solution if iptables won't satisfy
your needs.

We will need more info re: your ISP uplinks -- eg., two links to same
ISP or two different ISPs? Ascii art of lan layout can be very useful
;) And what about those IP addresses -- 11.0.0.0 for your LAN?
10.0.0.x for your uplinks?
