Mac Networking fails - Netatalk and Afpd.conf

I'm having a problem and I don't know where to look.
Mac users can login, but they don't see files except in their home
directory. I've added a zone name - though it's not needed for one zone
as well as a message that pops up when they login. And I've renamed
the "Mac name" of the shared folder and all of these changes are
readily apparent when the user logs in. The zone name appears in
Chooser, the shares with the new "Mac Name" appear with checkboxes and
they all appear on the desktop when I finish logging in - but no files
appear.
I've changed the group owners of the files, added rwx to owner and
group and changed the owner of the files to match the user logging in
at the Mac - but again - folders appear - but no files appear.
Anyone have any suggestions where to look? I've also run the nbplkup
utility - although I don't know what to look for. It shows various
data from all the Macs here in the office. (20 lines or so with Mac PC
names or printers or whatever).
