Have you talked to your service provider's tech support to see if your
cable modem will re-initialize itself to accept the new MAC address?

I have trouble imagining a service provider that locks you into never
being able upgrade your computer or your ethernet card or never being
able to replace a card that has gone sour.

Usually all you have to do to reset the modem is to connect the system
up so that the modem can see your ethernet card then unplug power to
the modem for about 1/2 minute then plug it back in and let it recycle.
