Network performance Problem

Hi all!
I think that I have a big performance problem with my fedora core
server. The biggest impact is shown while using samba, it needs about
180 minutes for a file copy of 700MB. But I think that I have a general
network problem, as the internet connection proxied and pppoed' through
this machine is also not as fast as expected or lets say, that using the
network for one slows down any other network related things.
The system is a fedora core 2 with kernel 2.6.10-1.14_FC2
There are two NICs installed:
eth0: Intel 82557/8/9 based to local network
eth1: VIA VT6102 Rhine-II to dsl modem
The machine is a AMD XP2400 on a VIA board with 256MB RAM
The samba running is the 3.0.10-1.fc2
The network is based on CAT-6 Cableing/Plugs, GB-Lan approved with
Cablescanner. But I use it for 100MBit actually, ass I didn't bought any
GB hardware.
As there is no X installed I have the problem, that I don't know how to
trace the problem as I don't know the right tools for that.
'top' doesn't shor any high CPU usage tasks, vmtask tells me:

But that's all I see and don't know what to do now. Can anyone give me
a hint where to look and what tool to use to find the probblem with the
network or is there a general driver issue known with may be the
rhine-II or the intel NICs?
