I had a similar problem a while ago. From one day to another I noticed
that my server (Lineox V3) performed really bad. I used a
commandlinetool called netperf (www.netperf.org) and checked my
interfaces. The interface on my internal network could only send/receive
about 2 Mbit/sec. It was a pretty old RealTek based card who had
functioned perfect up until now. I swapped the card, put in a newer
RealTek based card and whoops! 80 Mbit/sec :-)
maybe you're card has broken or something ? Does ifconfig reports any
errors on the interface ? Anyway, netperf is a good tool.
Hope this helps.
